Collaborating with the Regional Government Ahead of the Implementation of the Normal Scheme, the 2023 Pre-Employment Card Program is Ready to be Launched
Thepresidentpost.id - Jakarta,- As one of the Government's strategies in improving the quality and competence of human resources and reducing the skill gap in the workforce in Indonesia, the Pre-Employment Card Program has received a number of appreciations from various international institutions. Since its launch in April 2020, the Pre-Employment Card Program has also been able to reach as many as 16.4 million beneficiaries to date.
During the Covid-19 pandemic, the Pre-Employment Card Program presented online training and used the Semi Social Assistance Scheme with the aim of providing multiple benefits in increasing competence and maintaining the purchasing power of people affected by the pandemic. With the current pandemic conditions recovering, the Government plans to re-implement the Normal Scheme Pre-Employment Card Program in 2023.
"Along with the better handling of the Covid-19 pandemic and the revocation of PPKM on December 30, 2022 by the Government, the Job Creation Committee has decided that the Normal Scheme for the Pre-Employment Card Program will begin to be implemented in 2023 with online, offline and mixed training," said the Deputy for Coordination of Fields Digital Economy, Employment, and Micro, Small, and Medium Enterprises Rudy Salahuddin in a Working Meeting for the Implementation of the Normal Scheme for the 2023 Pre-Employment Card Program with Local Governments, Tuesday (7/02).
The Job Creation Committee has also stipulated a number of regulations as the basis for implementing the Normal Scheme including Presidential Regulation Number 113 of 2022 concerning the Second Amendment to Presidential Regulation No.36 of 2020, Regulation of the Coordinating Minister for Economic Affairs Number 17 of 2022 as implementing regulations, and Ministerial Decree Coordinator for Economic Affairs Number 251 of 2022 Concerning Amounts of Training Assistance, Job Search Cost Incentives, and Evaluation Survey Completion Incentives for Pre-Employment Card Recipients.
In addition, the Job Creation Committee also stipulates several decisions and directions such as the amount of benefits, targets and implementation time of the Normal Scheme which starts in the first quarter of 2023, as well as in 10 provinces in phase I which will then be continued in 28 other provinces.
"The Normal Scheme is essentially the initial design of the Pre-Employment Card Program which aims to provide assistance to improve skills and skills, especially those that are relevant to the needs of the labor market," said Deputy Rudy.
In order to encourage the smooth implementation of the Normal Scheme, the Government continues to improve collaboration with all stakeholders , including the Regional Government which is then expected to be able to encourage potential training institutions in the regions to take part in assessments as training providers and join the Pre-Employment Card ecosystem.
Also present at the occasion included representatives from the Presidential Staff Office, the Ministry of Home Affairs, the Ministry of Manpower, and the Management of the Pre-Employment Card Program, as well as ten Regional Governments which were the first loci namely North Sumatra, West Java, DKI Jakarta, Central Java, East Java. , Bali, West Kalimantan, South Sulawesi, East Nusa Tenggara, and Papua.
